PGWP denied - confusion on which record to apply for.

Hi all,

I have a case similar to many others. Forgot to attach my IELTS results, graduated & applied June 2025, denied PGWP early March 2026, asked lawyer to apply and they recommended visitor record + PGWP Reconsideration mid March 2026.

I reached out to my local MP and got this email response. I'm a bit confused on how to proceed.

"I reached out to IRCC again, and the agent confirmed that submitting a visitor record application with a request for restoration would allow you to remain in Canada while waiting for a decision on your reconsideration request for the refused PGWP application, until the new application is finalized.

However, the agent also noted that the outcome will largely depend on the result of the reconsideration process. If the reconsideration request is accepted and your PGWP application is reopened and subsequently approved, there should be no issue, and you would be able to regain your worker status accordingly.

That said, there may be complications if the reconsideration request is not accepted, or if the PGWP application is reopened but ultimately refused again. In such cases, if the visitor record application has already been approved, your status would change to that of a visitor, and there would be no pathway to regain worker status from within Canada.

For this reason, previous agents have generally suggested pursuing a work permit application together with restoration of status as a worker, as this may better align with your intention to continue working in Canada."

Can anyone provide insight into this?
