Suggestions for fixing desktop

Hello guys, i have a problem and I'm looking for solutions that could help.

Problem: Desktop wallpaper works perfectly for some time than suddenly when i put my mouse over an icon it's background turn black in short amount of time my whole desktop turns black. After resetting explorer.exe using command below:

taskkill /f /im explorer.exe
del /a /f /q "%localappdata%\IconCache.db"
del /a /f /q "%localappdata%\Microsoft\Windows\Explorer\iconcache*"
del /a /f /q "%localappdata%\Microsoft\Windows\Explorer\thumbcache*"
start explorer.exe

The desktop fixes it's self but shortly after it turn black again.

My tries:

Tried reinstalling NVidia drivers. Nothing changed

Tried the command show on top, but it's a temporary short fix

After reinstalling my windows i did some disabling of services

disabled services :
