How to transfer from a very low tier college to ivy or t20s?

So I got rejected from almost all the schools I applied to. Right now, my only option is the University of Southern Mississippi (USM), which has given me decent aid. I was wondering how hard it is to transfer from a lower-tier college to a T20.

I have a 1530 SAT and I’m an international student. I couldn’t find much information online, so I’m asking here.
