Is this abuse?

So, I know we are mandated reporters and all but, I genuinely can't tell if a case I am working on is something I need to report as abuse.

Due to the handbook stating multiple times not to post stories of clients online I was wondering if anyone would be able to reach out to me and I could ask about if this is something reportable or nonreportable? Its just a very specific case so I do not want the client being traceable and want to do my best to remain HIPPA compliant even in my report.
