Why are classes already filling up?

I am a senior at UNCW with one final semester left. I have been told previously that seniors tend to get an earlier registration to ensure they can graduate on time, but I cannot register until March 30th. Some of the classes I NEED are filling up already, one being halfway filled at this current time. What is going on? What group of people are able to start registering?
