ELI5 Why can’t we see an object moving at nearly the speed of light but we can see a car moving at 60 mph?

Physics

Why would we theoretically not be able to see an object move at nearly the speed of light (.999c) and instead it slowly moves to our eyes, but we can see a car move at 60 mph? In addition, why are we able to see light travel at said speeds, but not other objects?
