“Go Ivy or Go Free”… Does Emory count??

I was admitted to Emory RD for Philosophy (only so I can go to law school). they denied all forms of financial aid, and I am appealing that (strongly), but if my appeal is denied then do I use my GI Bill & yellow ribbon at Emory (pays for first two years entirely) and reapply for aid my junior year (strong chance, but bite the ~$200k bullet if not) or do I go to USF on a full ride. Super excited about Emory. Not excited about USF
