Struggling to find a new job in Vancouver, any advice?

I have been in search of a new job that pays better than my current employer. In my current employment, there is no opportunity for upward movement and it's a dead end job. I've had the same job title for 2yrs and 6 months. I've known coworkers with the same job title for 7 years. I've been applying to many roles with little to no luck. My educational background is in nursing but I have left nursing all together and have been working administrative roles in healthcare adjacent industries. Anybody have any advice? Any conferences, career coaches, etc. for someone looking for a new job/career.
