Weird experience at Police station during passport verification

Went to Bellandur police station for v 8 min passport). I was told that i have to show une aocuments tnat I submitted at the PSK. I took everything along with passport photos.

Now the officer starts asking for PVC aadhar when I have a legal e-verified aadhar print on A4. PSK accepted it and PAN in similar setting (A4 printed, e-verified green tick). But officer was reluctant. And then started asking my Voter ID. The thing is i don't have it on me here. It's back home in my state as recently went there to vote. asked if I can show the digilocker one, refused.

is this normal? is my file going to be rejected?
