pet friendly apartments on or off campus for freshmen

hey yall. so, as the title said, i'm a freshman that's going to go to UH, but i'm still kind of stuck on housing. i keep getting a ton of mixed info on living options, so i guess i'll just ask again here.

what is the best apartment to stay at as a freshman that is pet friendly (i have a parrot), safe for a girl, and won't make me cry when i check my bank account?
