Why cant I add brothers after pvp on Megaman Starforce 3?

Im able to add brothers after I have a pvp match for SF1 (win or lose) but I cant do this for SF3 - the Add Brother option is grayed out with no explanation.

Anybody know why? Nothing I try seems to make a difference
