Idli fail

I made my idli I don’t have idli steamer but I tried to put it mold and put in a heavy pot with minimal water but it is still in liquid form. I’ve steamed for over 20 mins. Is there anything else I can use the batter for or what am I doing wrong.

I made with 1:3 quantity of cooked urad dal and rice.
