Why don’t Neurogaunts just have the Synapse keyword?

This has bothered me because their ability is “if these guys are in Synapse range of a different unit, they have the Synapse keyword”. Does this work if they’re within range of any unit or only other units that have Synapse? If it’s the former, then I don’t get why they don’t just have the Synapse keyword.
