Do you think Cecil ever considered the possibility of "reprogramming" Mark?

Mulling over s3e2 again, and it occurs to me that if Rudy hadn't agreed to remove the implant for Mark, there wasn't much Mark could do to get rid of it himself. He still needs Mark crucially in the fight against Viltrum, so what was Cecil's plan going forward?

He wanted Mark to come back with him, to which Mark says if he did, he'd never come out again. Assuming the Guardians didn't step in to help Mark, Cecil appeared to intend to incapacitate Mark with the sound device, then use the reanimen to further subdue him and bring him back to the GDA - and then what?
