duplicate tax details issue

had an active account for the Indian marketplace which I deleted, but when i tried to create a new account with a different email and phone number, I'm receiving a duplicate tax details error. Additionally, I am unable to access the Indian marketplace option in my old account and cannot close it either. seller support is providing recovery link and termination link but the account does not need recovery since i have credentials of the old account. i can not terminate the account at my end since clicking termination link after logging in my old account the page shows i do not access to it.
