is this a bug??

so, today ive won four runs. one in the morning, died a few times, then three runs in a row.

this morning i wanted to see painter, and see what the "painting with painter" thing was about (please don't spoil it for me)

and uh. i haven't seen him once. 8 runs, 4 won, and nothing

ive seen the turrets, the gauntlets, tons of rare rooms, literally everything else BUT painter

did they lower the spawn rate? i thought he was guaranteed to show up?? wtf??? am i cursed??
