NAFFL promo now or wait for higher tiered cards?

i already have a high credit score from my SCC with BDO and I want to apply for an unsecured CC.

is it better to apply for a lower tiered cc for the NAFFL promo now or just wait and apply for their better cc’s for NAFFL just like with RCBC’s current promo in the future?

is there a list of banks/cards that you religiously wait for a NAFFL promo kaya hindi kayo nag a-apply for that bank pa?
