Engineering Purdue vs UMich vs Penn State

Hi so I have been accepted by Purdue, University of Michigan and Penn State for Industrial/manufacturing MS. I have received a Fulbright scholarship which makes the financial part easier but still it is a toll since I have been only working for a year as an engineer and my parents don’t have a lot of money (I’m from Mexico). So basically I am ruling UMich out because it is like 100k more than the other 2. And Penn State would be 10k more than Purdue. So I like better the plan of study of Penn State, but I know that Purdue is a better ranked engineering school. Which would you choose? None of these offered financial help which surprised me so I would have to apply to other scholarships and loans. Studying in the US is so expensive :(
