What makes someone moderate?

In politics, you may hear the word "moderate" a lot, but what makes someone a moderate?

Is it the views they hold? Is it how strongly they hold their beliefs? Is it their frequency to compromise? Or is it something else entirely?

This sounds like I'm getting ready to share my opinion, but I have zero clue, I'm just curious about y'all's thoughts.
