Honking in El Cajon Tonight?

It's Tuesday... My spouse gets off work late and went to go get himself food at Jacks on Chase. He saw some cars blowing through Red Lights and Stop signs just blasting their horns with hazards on.

Now they are weaving through neighborhoods doing the same... It's Tuesday, did I miss something? Is there an event?
