Best deck for chaos mode third badge?

One thing I've noticed is that certain decks make certain modifiers more common, which is why you've probably booted into a game and didn't get the broken upgrade you wanted that would've instantly won you the game.

So what I'm trying to do is find a deck that gives the best chance for getting the third badge, it doesn't need to be a good deck I can defend with it just needs a high chance for the badge. Thanks.
