Multiple Universities - the more the higher changes of winning?

Hello, i'm planning to apply for GKS-Graduate scholarship.

1. Can I email professors from different universities? The more changes of winning.

2. Can I also email 2 professors (different major/course) in the same university?

Is my understanding correct that in case you get accepted to multiple universities, you can only select one. If so, does that guarantee the scholarship?
