女=woman, 男=man, 嫐=teasing/playing with/toying with someone, often with a mischievous or mocking connotation
Constructed with two women flanking one man, 嫐 visually suggests a man being toyed with or "harassed" from both sides by women.
In Japanese, 嫐る is a variant to write naburu, which is a common word meaning to toy with someone.
Unfortunately, 嫐 is rare in modern Chinese.
