New commander rules ?

I wasn’t up to date the last 3 years in magic and now getting back to it.

My Question : are there any big changes for commander ( besides the Brackets)

Cause in reels and also now on the spoiler season

They talked about abilities of cards and said, that these would work even if the commander is in the command zone ? I know the ability eminence

But for example prismari, the inspiration from SOS of the spoilers, he said it’s like a thousand year storm from the command zone ?

Does Eminence got rules changed?
