SEED destiny an alternate timeline

I am the sort of person who imagines alternate outcomes to great stories, this one came to me in a dream.

Chairman Durendal explained exactly how the Destiny Plan worked and how he believed it would create humanities ideal future. So my brain imagined a ton of people wanting to follow it even after he died. Lets call the the Destiny Nations for short.

Basically in this timeline several earth nations and about half the Plants implemented the Destiny Plan by overwhelming popular demand. The minority of the Destiny Nations population that were against it simply moved elsewhere and their homes simply sold to people from Non Destiny Nations who believed in the plan.

The only Divergence from what the Chairman wanted is that the Destiny Nations have no intention of forcing the Plan on others, instead they believe that everyone will eventually see that the Destiny Plan is superior way of living.

My question is what would Lacus and the other heroes of the show do when presented with this situation?
