Training institutions

Trade unions

Students/apprentices/journeymen

Cities and townships for work to be performed by (local preferred) contractors

Inspectors/code enforcers

to install/repair/replace/inspect all water/pipe lines, electrical lines, waste management, renewable energy sources, infrastructure, housing,

Incorporate an audit for every grant allocated to prove proper usage of funds.

Define proper usage of the funds to be allocated in a grant agreement.

Improper use of funds turns the grant into a loan with backdated interest at a low rate

Or

Create a federal community enhancement department that focuses on the above.
