Dumb question perhaps multiple

has there always been a Grafton between Gilman lumber mill and alpine river cabins? now I know that i haven't heard this before at said cabins but there's a screaming person. maybe I have but never really paid attention to it. and too after defeating Grafton or maybe it was before I discovered it, was that like a faint ghostly thing running? Just odd, I've been by there several times and have never noticed them? its not necessarily one of those faint barely noticeable ghost or screaming. you can definitely see and hear it.
