The Hidden Struggle: Khas Arya Poverty and the Quota Trap

Discussion/बहस

The Hidden Struggle: Khas Arya Poverty and the Quota Trap National narratives in Nepal conveniently overlook a harsh truth exposed by the Nepal Living Standards Survey (NLSS IV, 2026): more than 2.8 million Khas Arya citizens live below the poverty line, with rural poverty in the Far-West soaring to 32% (National Statistics Office, 2026). Historically, the archetypal Brahmin priest was seldom affluent; many subsisted in mud-walled dwellings, where ritual alms (Bichcha) proved insufficient to escape chronic hunger (Dahal, Socio-Economic History of Nepal, 2023). The reservation system has now entrenched a “Creamy Layer” crisis. Public Service Commission (PSC) data (Annual Report 2025) reveal that quota seats are routinely captured by urban, privately educated elites from Adivasi, Madhesi, and Muslim communities. This elite capture allows affluent families within these groups to monopolise institutional power, while their own poor remain trapped in destitution (Lawoti, Democracy and Inclusion, 2024). The injustice is stark: a billionaire’s child from a declared “marginalised” group can displace a starving Khas Arya student with no safety net. These elites weaponise identity politics for personal ascent, then deflect blame onto Khas Arya communities for disparities they themselves perpetuate. Resources intended for the truly needy are hoarded by the privileged, silencing the voiceless poor across all groups. It is time to acknowledge that poverty in Nepal is economic, not merely ethnic. Quotas that ignore class and merit only deepen division and resentment. True inclusion demands need-based, transparent criteria not identity-driven privileges that reward the already advantaged.
