Were the virtuality nerfs too harsh?

Discussion

Ever since it has been introduced, Virtuality has been a very popular ascension for playing tall. It probably gave you the strongest powerspike in the game, at the cost of essentially limiting how much you can scale. However, in 4.3, the job efficiency given by the tradition was changed in such a way that it nakes me wonder if virtuality is ever worth it unless you physically cannot have many planets.

For comparison: assume every planet has a base output of 1. In the old system, the 'ideal' amount of planets was 5 or 6, in which case you would be getting an output of 7.5 planets. However, in the new system, the highest output you can get is at 9 planets, giving you an output of... 7.65 planets. While yes, virtuality does have instant pop growth and their policies, I struggle to see how that by itself is enough to outperform modularity.

Happy to hear your thoughts on the matter!
