Can minoxidil override racial genetics, e.g someone with Chinese blood growing facial and body hair like a Persian or Pakistani?

One thing I have wondered for decades is can minoxidil help those of ethnicities known for poor facial and body hair growth, like Oriental (Chinese, Japanese, Korean, Vietnamese, Filipino, etc.), Siberian, Inuit and such to the point that they become 100% as hairy as someone from Iran, Pakistan, Greece, Italy or Saudi Arabia?
