Computer turns on but no display and fans won’t turn on

I am using a intel core i7-6700, ASRock z170 pro4 motherboard, and 32GB DDR4

This is old hardware I have that I was planning on turning into a home server. I got new harddrives, new PSU and put it all in a new case. I turn it on and it does infact turn on but the case fan and the cpu fan won’t turn on, there is no display and the CPU seems to not produce any heat.

When I plug a keyboard in, the light turns on but the caps lock key light doesn’t turn on. There is also a orange light on the Ethernet port so I suspect the motherboard is fine

I have tried using one stick of ram, resetting cmos, replacing the battery, making sure everything is plugged in right, and nothing seems to work

The CPU, motherboard and RAM were stored in a cardboard box for about a year

I believe that the CPU is completely dead but I want to know if there is anything I could try before considering a replacement.
