Why is endorsement after your shift not counted as overtime?

Just asking if it’s justified na the handover to the next shift is not counted as OT? It takes 40 mins - 1 hour for endorsement to finish and based on my payslip I guess hindi siya paid haha. Anyone with this same issue?
