Is E2 SW999 weaker than E2 Eva right now?

I was planning to invest vertically in E2 SW999, assuming that the very strong E2 trend would continue like it has been for the past anniversary characters, but right now, it seems like her vertical investment is not as gamebreaking as the previous anniversary characters, with even E2 Eva appearing stronger despite not having a complete premium team at all. Do you thnk this will be improved in V4,V5, or will SW999 not have a dominance like mono rem did?
