Are PBNs still effective, or are they too risky to use these days?

For those experimenting with Private Blog Networks, are they still providing ranking boosts for competitive niches, or is the risk of getting penalized too high compared to the benefits received? Would like to know if people are still utilizing them quietly or if everyone is abandoning this practice entirely.
