Closed FY25 Performance Appraisal

My supervisor was in the process of completing my appraisal (because HR kept kicking it back) when the chief of HR closed it out for being past the submission deadline. I’m now being told I will not be getting an appraisal for FY25 because HR is refusing to reopen it. Basically told me I’m SOL. I am unable to file a grievance unless it’s against my Supervisor, and there’s no guarantee it will result in getting my appraisal.

Anyone else ever deal with this and have any advice? I would like the annual leave performance award I’m eligible for.
