Shared progress- map location challenge. Bug?

With the shared progression system already revealed map locations are shared between all characters. But maplocations for the challenges seem to be characterspecific. Which means even if you have a completed world map, you dont have discovered every maplocation. And you are unable to see which location you are missing.

I just went crazy because with my new c4sh I had the map completely revealed, only to see the i miss one single map location in the fadefields. And after counting and checking every location on the map i realized i dont miss any. after getting crazy i checked harlowe to see if she is missing one as well, only to see, that she has the challenge conpleted.

So my question. do you thing this is a bug or is it intentional?
