Why are Jamaican taxi drivers still so dangerous allowed to be so overly aggressive with customers without repercussions

I just come off a taxi after he made me come out of his car because he got too angry at not wanting me to sing along with the music he’s playing and then threatens to kill me because he told me to come out and that he would kill me. This is sadly the mentality of a lot of public transportation drivers I’ve seen here growing up and it’s overly saddening because why can’t I sing along and I’m not singing loud and then when I tell the taxi his being rude he says he doesn’t care it’s his car and I get that but being violent and threatening to kill me is crazy. I’m planning on filing a police report the license plate no.PL6392 in Kingston he does taxi to University of the West Indies and sovereign in Kingston and I hope he doesn’t try to get violent with anyone else or worse like he so aggressively said as I was the only one left in the car when he threatened me and made me get out.
