Did God choose to be good? Or is he just good?

I've been thinking about a concept lately, and when I first read the Bible all the way through I swore there was a verse in Job that said "I the Lord chose righteousness and mercy as the foundation of my throne"

As it turns out, that was some type of hallucination, lol - that versus nowhere in the Bible. I always thought that that was a cool idea - that before the creation of everything - God saw both ways, but he chose good.

That concept really isn't talked about in scripture. It just is assumed.

I know Augustine wrote about it, which I'm not the biggest fan of his, but I heard Aquinas wrote about it too
