Lighted humidity dome question

I picked up an ACI Humidity Dome with full UV lights built in. It expands up to 11 or 13” tall.

Right now I have it on the lowest height setting and the lights at 4/10. Is that bright enough for seedlings? When do I move it higher output? And is it okay to let seedlings go for a while in the dome or move them quickly to final pot?
