FYI: You can fast travel to respawn enemies without resetting the 'enemy strength' progress bar.

This helps a ton in areas which simply don't spawn enough enemies to reduce the bar all the way. Rather than waiting for reinforcements to spawn, just respawn EVERYBODY and close out the quest real quick.
