Financial Requirements

Has anybody had any experience of providing LISA savings and/or others in a broker account, such as Hargreaves Lansdown, to satisfy the financial requirements? I've been told by a lawyer today that, based on the current government guidelines, a LISA would be valid even if there is a withdrawal penalty, but I'd like to know whether someone has used such a route before taking the risk.
