What army loses the most allowing no epic characters except for one under 150 points

Hi all,

Essentially the title, the crusade that I am playing in is only allowing each army to field one epic hero under 150 points.

This is to encourage people to create their own characters and to tell their own stories which is very much in the theme of crusade.

My question is simple, what factions struggle the most with this kind of rule?
