Spanish on "The People's Court"

I admit: I watch "The People's Court" reruns. Judge Marilyn Milian will throw a bit of Spanish in at times. Today she used the expression "me picas aquí y me rascas acá." I know what it literally means, but what does it really mean? Her people are Cuban, if that helps y'all to narrow down what it means.
