OFSS US employee, last date 10 April. Is OFSS not included in Oracle’s WARN notice?

I read the WARN notice of Oracle, for Washington employees - all employees included, including remote employees. Shouldn’t OFSS employees be included in WARN? How many of us are we in OFSS Washington? Is the threshold not exceeded for them to file WARN?
