Does the CS actually follow its own policies?

Has anyone else experienced this and why arent more people standing up to it?

My experience: we have policy, procedure and guidance. They should follow on from each other and effectively make it easier (as you follow them down) to understand how to implement. Yet when it comes to some, they kind of update the "guidance" to completely contradict the policy and procedure rather than update the higher level documents themselves. They then expect us to stand by the contradicting guidance and not enact the policy. Employees are expected to follow policy, so why isn't the organisation?
