Fanning all the time ?

It’s normal for my two female shrimps to be still but fanning continuously or is it because they may be eggnant? I saw days ago they both had a saddle and one night suddendly molted (a male did too). Today I saw the tiniest baby shrimp but still looks some days old, I did not see my shrimp eggnant ( I only have 3 adults so I was checking all the time) and know my females stay still but fan all the time. I’ve kept neos for a long time but now I really don’t understand, some help please?
