Dewinterizing hot water heater

hi all,

I recently had my Jayco Redhawk worked on by Campers Inn RV in Johnstown Colorado (side note: STAY AWAY FROM THESE PEOPLE). anyway, they winterized it while they had it. I flushed all the antifreeze out but my hot water tank isn't refilling. I'm guessing there is a valve I need to reopen, but I can't find it. I checked behind the heater and near the pump, but I can't find anything.

does anyone know what I have to do to get water flowing into the heater again?
