Are profs allowed to impose policies not listed anywhere in text?

My prof recently announced that we will have to pass the final exam in order to pass the course. This wasn't listed anywhere in the syllabus or course website. Is this allowed? Are there standard policies for departments that enforce this? This is an EOAS course.

The midterm was marked in a very concerning way so this is a little worrying.
