Are the shops and donation boxes implemented yet?

Just started the game and I'm struggling to find out what's bugged and what's actually been implemented. I think electricity was never implemented and now I don't know if the donation boxes and shops are implemented or just bugged. I've had a park running for about 1 year and guests haven't used either of them. They buy from the restaurant though.
