Who the hell is amerie?

I've noticed this small ragebaitey account who has very few followers and just randomly gets really active when a new big album drops. it's so weird because she has very few followers but she has a really dedicated fan base who gas her up for no reason and some of them are pretty big accounts. has anyone seen them too? it's so weird to me.
